Why the observed date is Monday, July 5

Independence Day is a fixed-date holiday, set at July 4 in 5 U.S.C. 6103. Fixed-date holidays are the only federal holidays that can fall on a weekend.

What Independence Day commemorates

July 4 marks the adoption of the Declaration of Independence by the Second Continental Congress on July 4, 1776.

The vote for independence itself had been taken two days earlier, on July 2, which is why John Adams predicted in a letter to Abigail Adams that the second of July would be the date Americans celebrated.

The date of signing is a separate question again. Most delegates signed the engrossed copy on August 2, 1776, not on July 4.
