Why 2028 has ten federal holidays, not eleven

A federal holiday falling on a Saturday is observed the preceding Friday under 5 U.S.C. 6103(b). New Year’s Day 2028 falls on Saturday, January 1, so its observance lands on Friday, December 31, 2027 — inside the previous calendar year.

Nothing comes back the other way. New Year’s Day 2029 falls on Monday, January 1, 2029 and is observed on that date, in 2029. So 2028 gives one away and receives none.

The statutory count is unchanged at eleven holidays per year. What moves is which calendar year the observance falls in. 2027 gained the extra and carried twelve; 2028 carries ten.
